Mission Nirmal Bangla
After completion of toilet construction for the beneficiaries under Base Line Survey (BSL) and attaining Open Defecation Free (ODF) status in 2018, new survey was conducted in 2019 and construction of Individual Household Latrine (IHHL) was started under the category called Left Out Baseline (LOB). Later, in order to reach out to the marginal family, new list of beneficiary was prepared under the category called No One Left Behind (NOLB). Construction of toilets for these households have been completed under the aegis of Swacch Bharat Mission, Phase I.
Presently, Phase II under Swacch Bharat Mission has been initiated. A target of 14301 number of toilet construction has been set for Dakshin Dinajpur district under New Emerging Household (NEHH) category and the Non-Government Organisations(NGOs)/Rural Sanitary Marts(RSMs) have already commenced the job that has been assigned to them. Apart from construction of IHHL, projects on ODF Sustainability and ODF Plus have also been kicked off in entire district.
For successful implementation of ODF Plus initiatives, schemes on Solid Liquid Waste Management(SLWM), Plastic Waste Management(PWM), Grey Water Management(GWM), Faecal Sludge Managenent(FSM) etc. are being considered with highest priority under Mission Nirmal Bangla and Gram Panchayat Development Plan (GPDP). 10 (ten) SLWM units have already been constructed in the district so far and most of them are functional and viable in its own potential. In a decentralised approach to manage waste at household level, construction of vermi-compost pit, soak pit, leach pit, magic pit etc. are being encouraged at grass root level through different Information, Educational and Cultural (IEC) activities. As a part of Liquid Waste Management (LWM), schemes are being incorporated in 15 th Central Finance Commission (CFC) plans to concretise the platform of the tubewells installed at government and Khas land and also to manage waste water by constructing soakpit etc. at nearby places. The owners of private tubewells are also encouraged to take up similar schemes to manage liquid waste and to participate actively in curbing the menace of Vector Borne Diseases.
Community Sanitary Complexes (CSCs) and Toilet facilities for women are being augmented at different institutions like Gram Panchayats, educational institutions, Anganwadi Centres and also at public places like markets, haats, bus stop etc. A constant endeavour to promote awareness amongst people is going on at every level through different IEC activities so that people tend to maintain their personal hygiene as well as community health in order to achieve better society in future.
